Anita Blanton has joined WAVY-TV 10 and WVBT FOX43 as weekend anchor and reporter.

Blanton is an award-winning journalist from KOCO-TV in Oklahoma City where she served as a morning anchor for four years. She began her journalism career as a reporter at KTXS-TV in Abilene, Texas, before heading to Central Texas to work at KWTX-TV in Waco.

The city of Norfolk announced the following staff changes:

Sabrina Joy-Hogg has been named assistant city manager. Since March 2011, she has been the budget and grants management director, responsible for directing the $1.1 billion annual operating, capital and Community Development Block Grant program budgets. Prior to joining the city of Norfolk, she worked for the Governor's Budget Team in Richmond, where she analyzed the fiscal needs of education agencies, monitored operating funds for several state agencies and participated in fiscal negations.

Karen Meyers has joined the Virginia Department of Transportation as the public affairs specialist for the Hampton Roads District. She has more than 14 years of experience in public relations.

She will serve as special assistant and adviser to Frank Fabian, special projects manager on projects of regional significance. She will be responsible for special project outreach including the Elizabeth River Tunnels Project and the Route 460 Improvement Project.
