Kim Powers has been named chief executive officer of the Peninsula Housing & Builders Association. Powers previously worked as a senior account executive with the Tidewater Builders Association. Prior to working with TBA, she was PHBA's special events director, as well as the organization's membership director.

She holds a bachelor of science degree in business administration from New Hampshire College.

Elliot Gruber has been name president and CEO of the Mariners' Museum in Newport News.

He assumes the reins as the museum launches the first phase of a major initiative, the Family Exploration Gallery. In addition to the gallery, planned to open in several phases, Gruber will lead fundraising efforts for the continued support of the $30 million USS Monitor Center, which opened in 2007.

Dr. Sivaram Arepalli has joined the National Institute of Aerospace as vice president of Education and Outreach. Arepalli will direct NIA's graduate education program, which offers master's and doctoral degrees in the fields of engineering and science through its university partners.

Michael Morello joined ValueOptions as vice president of Compensation and Benefits.
Most recently, he was director of compensation for Dollar Tree Stores. Before that, he was corporate vice president, executive compensation, for New York Life Insurance. He is a member of World at Work and Society of Human Resource Management.
Morello has more than 15 years of compensation and benefits experience at an executive level and holds a master’s of human resources management from Rutgers University.

Anita Blanton has joined WAVY-TV 10 and WVBT FOX43 as weekend anchor and reporter.

Blanton is an award-winning journalist from KOCO-TV in Oklahoma City where she served as a morning anchor for four years. She began her journalism career as a reporter at KTXS-TV in Abilene, Texas, before heading to Central Texas to work at KWTX-TV in Waco.

The city of Norfolk announced the following staff changes:

Sabrina Joy-Hogg has been named assistant city manager. Since March 2011, she has been the budget and grants management director, responsible for directing the $1.1 billion annual operating, capital and Community Development Block Grant program budgets. Prior to joining the city of Norfolk, she worked for the Governor's Budget Team in Richmond, where she analyzed the fiscal needs of education agencies, monitored operating funds for several state agencies and participated in fiscal negations.
