Jeffrey S. Creekmore has joined Heritage Bank as a senior vice president and commercial loan officer on the commercial lending team. Creekmore worked 17 years with the Bank of Hampton Roads, most recently as the bank's Chesapeake city executive, and prior to that as Norfolk city executive. Creekmore is a graduate of Norfolk Collegiate School, James Madison University and the Virginia Bankers School of Bank Management. He served on the Norfolk Collegiate School alumni board from 2004 to 2010 and as president from 2008 to 2010.

Allison W. Anders has been named a partner at Kaufman & Canoles PC. Anders is a member of the family law practice group in the firm's Virginia Beach office. Her practice includes divorce, custody, visitation, child support, spousal support, separation agreements, equitable distribution, prenuptial agreements and adoptions.

Douglas A. Weiss has assumed the position of chief operating officer at WHRO, responsible for the day-to-day operations of the public media organization.
Law
Kevin M. Duffan has joined the law firm of Shapiro, Cooper, Lewis & Appleton PC. He will focus on plaintiff's injury law, the exclusive practice area of the firm.

Stephen P. Theobald has joined Hampton Roads Bankshares Inc. as executive vice president and chief financial officer. Theobald has more than 20 years of experience in the financial services industry.
Government
Deanna Holt has been promoted to economic development mananger for the Suffolk Economic Development Department. Previously, Holt was the city's business development analyst. Holt will work with existing industry during site selection and the permitting process. She will manage workforce development programs and small business development programs. She holds a bachelor's degree in history with a business minor from Christopher Newport University.

L. Lucy Brandon is in the Products Liability, Transportation and Toxic Tort Litigation practice group. Brandon will focus on products liability, personal injury defense and general civil litigation. She is a graduate of the Washington and Lee University School of Law. She earned a BA in English and political science from Virginia Tech.
